11)      «Proposal on Europe´s spending plans (Germany)».

A plan advocated by Chancellor Angela Merkel to cap the budget at 1 percent of EU GNI (European Union – gross national income), about €956bn appears to be gaining momentum among the club of budget contributors.

The gap between the German and Commission proposals looks to be less than €80bn.

In reality, it is closer to 140, because the Germans and other believe that the programmes the European Commission left outside the budget could total another €58bn, during the seven-year period.

With all, they put the commission proposal at 1.091bn, or 1.14 per cent of GNI. ∎
