10)      «Proposal on Europe´s spending plans (United Kingdom)»

The UK has focused not on the overall budget ceiling or `commitment´ level, but the smaller amount of budget payments, arguing they more closely reflect the money the UK Treasury will have to pay.

David Cameron, the UK -conservative- Prime Minister, called for the budget to be frozen, based on 2011 payments and adjusted for inflation -roughly, 900bn, according to British diplomats. They have not provided a precise figure, however. That is about 100bn less than the European Commission´s headline figure -and about 200bn less than the «real» total of EU spending in the Commission plan.  ∎
